EN 60335-2-15:2024 became mandatory on January 12, 2026 for liquid-heating kitchen appliances. Kettles, rice cookers, and pressure cookers tested to the previous edition of this standard cannot use those test reports for CE compliance documentation. GPSR: The New Baseline for Every Kitchen Appliance on the EU Market
The General Product Safety Regulation replaces the 2001 General Product Safety Directive not with an update but with a structurally different compliance framework. Three changes matter most for kitchen appliance importers.
An EU-based responsible person is mandatory. For every product, on every shipment, there must be a named individual or entity established in the EU who is legally responsible for product safety. If the non-EU manufacturer has not designated an authorised representative, the importer is the responsible person. This is the same cascading liability structure as the Right to Repair Directive and the Energy Label regulation — and the same gap applies. Most China-based OEM suppliers do not have an EU authorised representative. The importer who has not addressed this for one directive is the default obligor for all three.
Digital traceability is required. The product, the packaging, or the accompanying documentation must carry the responsible person's name, registered trade name or trademark, and electronic address. A product that arrives at a European port without this information on the product or packaging is not compliant at the point of entry — regardless of whether it passes CE, EMC, or food-contact testing.
A recall mechanism must be in place before the product ships. The regulation requires that the responsible person have a documented process for notifying consumers, retrieving products from retail, and reporting to market surveillance authorities in the event of a safety issue. Smart Appliances: Software Safety and Cybersecurity Are Now Certification Gates

What this means for your Q4 order. Before placing a Q4 order for any smart kitchen appliance, request from your supplier: a software safety assessment document for the current firmware version, a cybersecurity vulnerability disclosure and response procedure, and confirmation that the WiFi/Bluetooth module has been tested to the applicable RED (Radio Equipment Directive) standard for the target market. A supplier who cannot produce these three documents for a connected appliance is not prepared for the 2026 regulatory environment.

PED: Electric Pressure Cookers Now Require Pressure Equipment Certification
The May 30, 2026 amendment to the Pressure Equipment Directive closed a regulatory gap that had existed for electric pressure cookers. Any cooking vessel with a maximum allowable pressure greater than 0.5 bar — which includes every domestic electric pressure cooker on the market — now requires PED conformity assessment.
The required tests are specific and demanding. Pressure resistance testing verifies that the vessel, lid, sealing ring, and safety valve assembly can withstand pressures above the maximum operating pressure without deformation or failure. Burst pressure testing verifies the failure point. Leakage testing verifies that no steam or liquid escapes from the vessel body, lid seal, or valve assembly at maximum operating pressure. Safety valve reliability testing verifies that the pressure release mechanism activates consistently at the designed release pressure over repeated cycles.
What this means for pressure cooker importers. A CE declaration of conformity for a pressure cooker that was issued before May 30, 2026 and does not reference PED compliance is no longer complete. Products already on the market before the amendment took effect are not subject to retroactive enforcement, but new production runs placed on the market after May 30 require PED documentation. EN 60335-2-15:2024: Old Test Reports Are No Longer Valid
The updated edition of the safety standard for liquid-heating appliances — kettles, rice cookers, electric pressure cookers, and similar products — became mandatory on January 12, 2026. The key change for importers is not the technical content of the standard. It is the compliance documentation requirement: test reports issued against the previous edition of EN 60335-2-15 are no longer accepted as the basis for a CE declaration of conformity.
A kettle that was CE-certified in 2024 with an EN 60335-2-15:2012 test report must be re-tested to the 2024 edition before a new production run can be CE-marked in 2026. The same applies to rice cookers and pressure cookers. The product itself may not have changed. The test standard has. And the CE declaration of conformity must reference the current standard, supported by a test report issued against the current standard.
What this means for your Q4 order. Before placing a Q4 order for any liquid-heating kitchen appliance, request from your supplier: the EN 60335-2-15 test report, verify that it references the 2024 edition (not 2012 or an earlier version), verify that the test report is dated within the current production cycle, and verify that the model number on the test report matches the model number on your proforma invoice.
